dc.description.abstract	Дисертаційна робота присвячена розробці концептуальних основ державного регулювання структурної перебудови національної економіки. Досліджено поняття економічної структури, теорії структурних трансформацій в економічних системах, методичні підходи до оцінки ефективності макроекономічних структурних зрушень. Проаналізовано сучасний стан і динаміку структурних змін в економіці України в технологічному, зовнішньоекономічному, відтворювальному, галузевому вимірах. Узагальнено міжнародну практику реалізації заходів структурної політики держави та виявлено проблеми проведення ефективної політики стратегічних структурних трансформацій в Україні. Запропоновано комплекс селективних і функціональних заходів та організаційно-інституційного механізму державної підтримки позитивних структурних зрушень у вітчизняній економіці. Окреслено критерії ідентифікації пріоритетних секторальних напрямів реалізації вітчизняної структурної політики й на їхній основі визначено перелік галузей, які мають найбільший потенціал виступати в ролі драйверів структурної трансформації української економіки в середньостроковому періоді. Дано кількісну оцінку перспективам соціально-економічного розвитку України за умов практичної реалізації запропонованих концептуальних положень.	en_US

dc.description.abstractalt1	Диссертационная работа посвящена разработке концептуальных основ государственного регулирования структурной перестройки национальной экономики. Исследовано понятие экономической структуры, теории структурных преобразований в экономических системах, методические подходы к оценке эффективности макроэкономических структурных изменений. Проанализировано современное состояние и динамику структурных изменений в экономике Украины в отраслевом, внешнеэкономическом, технологическом, воспроизводственном измерениях. Обобщено международную практику реализации мер структурной политики государства и выявлено проблемы проведения эффективной политики стратегических структурных преобразований в Украине. Предложен комплекс селективных и функциональных мер и организационно-институционального механизма государственной поддержки позитивных структурных преобразований в отечественной экономике. Очерчены критерии идентификации приоритетных секторальных направлений реализации отечественной структурной политики и на их основе определен перечень отраслей, которые имеют наибольший потенциал выступать в роли драйверов структурной трансформации украинской экономики в среднесрочном периоде. Дана количественная оценка перспективам социально-экономического развития Украины в условиях практической реализации предложенных концептуальных позиций.	en_US
dc.description.abstractalt2	The thesis is devoted to developing of conceptual bases for formation and realization of the state policy intended to restructure the national economy of Ukraine. The concept of economic structure, theories of structural transformations in economic systems, methodical approaches to assess the effectiveness of macroeconomic structural shifts are investigated. It’s argued that structure of the economy is a poly-structural entity that reflects the internal form of organization of the economic system and is a complex of internally necessary and stable interconnections between its various structural elements - industries, regions, types of ownership, technological structures, institutional sectors, etc. Generalized assessment of structural changes is carried out using integral indicators and by comparing the existing structure with benchmark indicators that reflect optimal proportions between the elements of the modern economies. Current state and dynamics of structural changes in the Ukrainian economy are analyzed in technological, foreign trade, reproductive and sectoral dimensions. Despite a number of positive structural changes in the period of market transformations, the structure of the Ukrainian economy still does not meet the criteria for effective development because of premature de-industrialization, growing share of agriculture, and decline of innovation activity. International experience and practice of implementing structural policy measures is systematized. Export-oriented re-industrialization policy is argued to be the most effective model of structural reform for Ukraine. Problems of conducting effective policy of strategic structural transformations in Ukraine are identified. It’s stressed that domestic structural policy has to go beyond fragmentary measures supporting production and export potential of individual industries and to cover all the tools influencing the dynamics of structural shifts in the national economy. The complex of selective and functional measures and organizational-institutional mechanisms of state support to ensure positive structural changes in the domestic economy are recommended. Criteria to identify priority sectoral directions of national structural policy implementation are outlined. Based, on these criteria, the list of industries that have the greatest potential to act as drivers of structural transformation of the Ukrainian economy in the medium term is made. The prospects of socio-economic development of Ukraine in the case of practical implementation of the proposed conceptual provisions are estimated using computable general equilibrium model GTAP. The overall economic effect of some structural policy measures, such as abolition of import duties on innovative equipment, preferential insurance and crediting of non-commodity exports, trade facilitation, and expanding the range of tax breaks for industrial parks residents, is estimated at 1.14 % GDP growth annually.	en_US
