dc.description.abstract	У дисертації досліджено сутність системи фінансового забезпечення розвитку лісового господарства, визначені її властивості та принципи формування і функціонування, систематизовано базові чинники, що впливають на розвиток такої системи. Також було здійснено комплексне дослідження поточного стану галузі лісового господарства, запропоновано методичний підхід до аналізу фінансового забезпечення розвитку лісового господарства та охарактеризовано основні проблеми, що уповільнюють процес залучення фінансових ресурсів лісогосподарськими підприємствами в Україні. У роботі визначено та формалізовано композицію структури механізму фінансового забезпечення розвитку лісового господарства, уточнено мету його функціонування, функції, базові компоненти, методи та відповідні їм інструменти, принципи його побудови. Також було запропоновано прикладні заходи щодо підвищення обсягів фінансування діяльності лісогосподарських підприємств в Україні та проведено економіко-математичне моделювання кореляції між обсягами фінансування лісогосподарських підприємств та результатами їхньої роботи.	en_US

dc.description.abstractalt1	В диссертации исследована сущность системы финансового обеспечения развития лесного хозяйства, определены ее свойства, принципы формирования и функционирования, систематизированы базовые факторы, влияющие на развитие такой системы. Также было осуществлено комплексное исследование текущего состояния отрасли лесного хозяйства, предложен методический подход к анализу финансового обеспечения развития лесного хозяйства и охарактеризованы основные проблемы, замедляющие процесс привлечения финансовых ресурсов лесохозяйственными предприятиями в Украине. В работе формализовано композицию структуры механизма финансового обеспечения развития лесного хозяйства, уточнены цель его функционирования, функции, базовые компоненты, методы и соответствующие им инструменты, принципы его построения. Также были предложены прикладные мероприятия по повышению объемов финансирования деятельности лесохозяйственных предприятий в Украине и проведения экономико-математическое моделирование корреляции между объемами финансирования лесохозяйственных предприятий и результатами их работы.	en_US
dc.description.abstractalt2	Thesis for a Candidate Degree in Economic Sciences by specialty 08.00.08 – Money, Finances and Credit, Chernihiv Polytechnik National University, Ministry of Education and Science of Ukraine, Chernihiv, 2020. Within the dissertation, based on the analysis of scientific papers of domestic and foreign scientists, the essence of the definition of financial support is determined, the nature of forestry as a separate branch of national economy is specified, features of its functioning are described, that allowed us to substantiate the content of the category of financial development of forestry. The above made it possible to determine the basic features of financial support of the activity of forestry enterprises, which include the following ones : state ownership for all forestry lands; a key role of the state by the formation of investment resources for the development; budget financing by the cost sheet method; deficit of financial resources for innovative development; an opportunity to carry out additional commercial activity on its own and get own costs; tax deductions to the budgets of different levels. Taking into consideration the main methodological principles of the system approach, the understanding of the essence of the definition of the «financial support system of the forestry development», which is suggested to be considered as an integral object of the research, the process of financial relations formation between various economic subjects arising within the process of accumulation, administration and use of financial resources in order to provide the development of the industry of material production, which studies, carries out the accounting and reproduction, protection and security of forests , as well conducts the regulation of their use in order to satisfy the needs of economic subjects in forestry and related to them resources, are deepened. In addition, special attention is drawn to the separation, systematization and revealing the basic factors of the development of the financial support system of the forestry development considering its openness and dependence on the conditions of economic environment, in which enterprises of forestry industry operate. Among the above factors, the following groups are determined: political, economic, social, organizational, institutional and informal. Special attention is paid to the substantiation of the nature namely of informal factors and their influence on the forestry industry development. Results of the statistics analysis in forestry industry certify that in general within the last decade, this sphere of economic activity has been rapidly developing, decreasing the pace of own production only in the periods of the origination and development of complicated, unpredictable and difficult for prognosing dissipative processes in the economic system of the country. In 2018 in Ukraine, 983 forestry enterprises were in operation, which produced their products for the total sum UAH 20,01 billion, it should be noted that within 2010-2018, the number of the above enterprises in Ukraine constantly changed, however, that did not influence the positive trend of the production growth in the field of forestry. In addition, the above data state that in 2018, the mentioned economic subjects could attract in their own development UAH 958 million of capital investments, and these sources were both their own sources, and additional volumes of financing from other economic subjects. We would like to note that within 2010-2018, a positive trend of the growth of these investments is observed. However, taking into consideration the devaluation factor the national currency in 2014-2015, it can be stated that there is a significant reduction of investments in forestry. In 2018, the volume of the above resources made the total sum UAH 35 million, which corresponds to the indicators of 2015 and 2012. In order to understand system tendencies in the development and its financial support system, based on the use of the quantitave parameters of the basic indicators of the operation of forestry enterprises, the methodical approach to the assessment of the dynamics of the development is developed, which is proposed to be determined by the calculation of individual indicators of the development of separate branches of forestry. Results of the conducted research certify that in 2018, the index of the forestry development in Ukraine made 1.03, which makes more than similar indicators of 2016-2017 (0.89 and 0.94 correspondingly). However, comparing the data of 2014-2015, we can state a considerable decrease of the above industry development in Ukraine. Rapid decrease of the indicator of the above index is connected in first turn with the decrease of the economic activity in the field of forestry, since the total volume of the production of forestry enterprises for more than 70,0 percent depends on the active operation of these economic entities in this sphere. The decrease of the dynamics of the development index of forestry from 2.05 in 2015 to 0.88 in 2016 had a great destructive influence on the indicator of the general index of the dynamics of the forestry development in Ukraine. Within the paper, a composition of the mechanism structure of the financial support system of the forestry development is determined and formalized, the purpose of its functioning, functions, the basic components, methods and correspondent to them instruments, principles of its construction are specified. In addition, applied principles concerning the increase of the volumes of financing of the activity of forestry enterprises in Ukraine are proposed, and the economic-mathematical modelling of the correlationn between the volumes of financing of forestry enterprises and the results of their operation is carried out.	en_US
