dc.description.abstract	Дисертаційна робота присвячена вивченню науково-теоретичних засад та розробці практичних рекомендацій, спрямованих на вдосконалення механізмів державного управління інноваційним розвитком економіки України на засадах кластеризації. У роботі розроблено відповідний понятійно-категоріальний апарат, запропоновано використання кластерної моделі у формуванні механізмів державного управління інноваційним розвитком економіки, систематизовано позитивний світовий досвід управління інноваційним розвитком економіки та перспективні напрями його адаптації в Україні. Здійснено аналіз функціонування нормативно-правового, організаційно-інституціонального та фінансово-економічного механізмів державного управління інноваційним розвитком економіки України. Розроблено пропозиції щодо удосконалення механізмів державного управління інноваційним розвитком економіки України на засадах кластеризації; обґрунтовано теоретико-концептуальний підхід до формування та реалізації комплексного механізму державного управління інноваційним розвитком економіки України на засадах кластеризації; запропоновано організаційний конструкт мережевої взаємодії стейкхолдерів інноваційного розвитку економіки України, як інструменту механізмів державного управління.	en_US

dc.description.abstractalt2	The dissertation on competition of a scientific degree of the candidate of sciences in public administration on a specialty 25.00.02 – mechanisms of public administration. – Chernihiv Polytechnic National University. – Chernihiv, 2021. The dissertation is devoted to the study of scientific and theoretical principles and the development of practical recommendations aimed at improving the mechanisms of public administration of innovative development of the economy of Ukraine on the basis of clustering. The conceptual and categorical apparatus of the subject field on the formation and implementation of mechanisms of state management of innovative economic development on the basis of clustering through the prism of objective justification of the role of innovation and scientific and technological progress at the present stage of economic development and prospects for using cluster model in such mechanisms. Thus, a number of definitions have been improved, namely: "mechanisms of state management of innovative economic development" and "cluster model of economic development". The peculiarities of using the cluster model in the formation of mechanisms of state management of innovative development of the economy are substantiated, in particular: interaction of all stakeholders of innovative development for transformation of knowledge into innovation; research on the demand for innovation; development of an effective mechanism, measures for the formation and implementation of innovations in the economy; support of the system of ensuring the implementation of the innovation process; commercialization of innovations due to the operation of relevant centers (technology parks, business incubators, etc.) and others. The author's classification of mechanisms of state management of innovative development of economy (normative-legal, organizational-institutional, financial-economic, information-communication and social-ecological) is presented. Based on the generalization of international practice of functioning of mechanisms of state management of innovative economic development on the basis of clustering of developed countries, scientific and practical approaches to its implementation in Ukraine are formed. The current state and peculiarities of the functioning of normative-legal, organizational-institutional and financial-economic mechanisms of state management of innovative development of the economy of Ukraine are characterized. Problems of formation and implementation of mechanisms of state management of innovative development of the economy of Ukraine are identified: lack of reliable statistical information on the level of innovative activity of economic entities and indicators of innovative economic development; lack of an effective mechanism for analytical diagnostics on the level of effectiveness of financing measures for innovative economic development; lack of proper innovation infrastructure and institutional platform for implementing the principles of clustering in the economy of Ukraine. Proposals have been developed to improve the mechanisms of state management of innovative development of Ukraine's economy on the basis of clustering: regulation at the legislative level of clusters, various types of interregional cooperation, various forms of public-private partnership; intensification of the system of state order of innovative products for the sectors of the economy of Ukraine; introduction of effective startups focused on economic development, overcoming the imbalance of innovative economic development in the context of decentralization of power; formation of a diversified system of state financial and logistical support of relevant institutions of innovation, primarily cluster, forms of public-private partnership, public procurement, the use of blockchain information technology for the smooth functioning of various forms of interaction with the public, various stakeholders to take into account interests state, business, science and the public; implementation of the provisions of the concept of "green economy". Theoretical and conceptual approach to the formation and implementation of a comprehensive mechanism of state management of innovative development of Ukraine's economy on a clustering basis, which includes the following components: purpose, principles, functions and tasks of stakeholders, methods of regulation (direct, indirect and economic incentives), stages of implementation and strategic landmarks of the mechanism. The advantages of using such a mechanism are substantiated: adaptation to the requirements of the EU countries in the research area; use of investment incentives to support the innovative development of the economy and the benefits of public-private partnership; obtaining economic, environmental and social effects; timely and optimal control over the results of innovative economic development and others. The organizational construct of network interaction of stakeholders of innovative development of economy of Ukraine as the tool of mechanisms of public administration is defined. The main purpose of such cooperation is to implement measures aimed at overcoming the socio-economic crisis by activating the functions of government, science and business institutions in the field of innovation and ensuring sustainable development of Ukraine's economy as a prerequisite for increasing welfare.	en_US
