dc.description.abstract	У статті окреслено основні умови взаємодії населення, суб’єктів господарювання та місцевих органів влади у сфері забезпечення сталого розвитку територіальних громад. Розкрито дуалістичну природу автономії місцевого управління, окреслено необхідність подальших досліджень та наведено пропозиції щодо формування функціонально-організаційної моделі управління сталим розвитком територіальної громади. Запропонована модель передбачає дві основні складові економічного результату управління сталим розвитком громади: ефективність і результативність, що відповідає дуалістичній природі муніципального управління. Також стаття розкриває особливості системного підходу до оцінювання економічного потенціалу території. Запропонована модель визначає місце та ключову роль інноваційної діяльності для сталого розвитку регіону.	uk_UA

dc.description.abstractalt1	The article outlines the main conditions of interaction of the population, economic entities and local authorities in the sphere of ensuring the sustainable development of territorial communities. The dualistic nature of the autonomy of local government is revealed, the essence is that the management of the territorial community simultaneously performs the functions of the state within the limits of their responsibility and by the same time has to plan its activities as separate economic entities in order to be able to ensure the sustainable development of the territory. The need for further research is outlined and suggestions are given for building a functional-organizational model of managing the sustainable development of the territorial community. The proposed model is based on the resource approach and takes into account the division of all functions into two main functional blocks: management support functions and development functions, and also takes into account the main stages of economic activity. The proposed model provides two main components of the economic result of managing the sustainable development of the community: efficiency and effectiveness, which corresponds to the dualistic nature of municipal management. The article also reveals the features of a systematic approach to assessing the economic potential of the territory. While the principles of balanced development orient the management to invest larger amounts of resources in less developed areas of economic activity, giving preference to the financing of priority areas of economic activity of the region will be able to increase the efficiency of management and the overall economic potential of the region. The proposed model determines the place and key role of innovative activity for the sustainable development of the region. The issue of monitoring and evaluating the effectiveness of the economic activity of territorial communities remains insufficiently resolved today. This especially applies to indicators that are difficult to describe in terms of value.	uk_UA
