dc.description.abstract	У статті здійснено узагальнення сучасних підходів до управління житловим фондом країни в умовах глобальних змін, спровокованих військовою агресією російської федерації. З цією метою досліджено зміст категорії «житлова політика», виокремлено основні наукові підходи до розгляду її сутності. На основі узагальнення підходів до визначення сутності житлової політики в Україні запропоновано авторський підхід до трактування даної категорії та здійснено виокремлення чотирьох етапів її розвитку, що дозволило здійснити узагальнення специфічних ознак кожного з етапів, визначити її роль в організації життєдіяльності суспільства, сприяння розвитку національної економіки. Здійснено обґрунтування ключової ролі фінансового забезпечення у процесі розвитку житлової політики в країні, акцентовано увагу на наявності синергетичного взаємозв’язку між рівнем розвитку національної економіки та доступністю і достатністю якісного житлового фонду для суспільства.	uk_UA

dc.description.abstractalt1	The article summarizes the latest challenges to the management of the country's housing stock in the conditions of global changes provoked by the military aggression of the Russian Federation. For this purpose, the content of the "housing policy" category was investigated, and some of the available scientific approaches to its essence were singled out. Based on the generalization of approaches to the formation and development of housing policy in Ukraine, an author's approach to the interpretation of this category was proposed and four stages of its development were distinguished, which allowed to generalize the specific features of each of the stages, to determine its role in the process of providing life support to society, promoting the development of the national economy. The author's interpretation of the category "housing policy" is proposed as a continuous systemic activity of the state and the population aimed at forming the conditions for the timely and proper satisfaction of existing housing needs. It has been proven that a set of systemic violations of the functioning of the housing infrastructure make it impossible to guarantee the population an appropriate level of its livelihood, and also give grounds for determining its condition as critical. That is why, at present, there is an urgent need to develop the latest approaches to housing stock management in the specified conditions. The justification of the key role of financial support in the process of development of housing policy in the country is made, attention is focused on the existence of a synergistic relationship between the level of development of the national economy and the availability and sufficiency of quality housing stock for society. The newest paradigm of ensuring the effectiveness of the housing policy is proven, which consists in the fact that its complex solution is in the plane of the level of development of the national economy, which in turn directly depends on the availability and quality of housing infrastructure for its society.	uk_UA
